Just last night on the Philly CBS affiliate they gave a short list
of banks that not only have low interest rates on credit cards but
also banks that offer free Mastercard/VISA with less than 15% interest
on the card.  Being half-asleep, the only one I remember is InterFirst
Bank of Dallas, TX (and only that because a friend used to work there).
