Actually, the joke is:

"Pravda nyet Izvestia, Izvestia nyet Pravda."

Pravda means "Truth" and is the political party rag most widely seen outside
the USSR, and purports to be a report to the world of the news happenings in
the USSR.  Izvestia (sp?) means "News" and is designed to be more of an
internal informational paper.
The joke very loosely translates to:

"There is no news in Pravda, there is no truth in Izvestia."
