You're right that RR wasn't the original AI project. Lauren Weinstein deserves that designation on the ARPANET. I was called the original USENET AI project. (AI projects are not self designated.) Mark Horton was also a frontrunner, but he was too deterministic to be an AI project. Chuqui and RR and Lady Arwen and all those others were later. Back when I was a boy, all we argued about was A and B, and whether or not the net would be overseen by the likes of Mark Horton and his "egghead academician cronies" (this was back when mrh was an egghead at UCB -- this designation earned me my first claim to net fame). Anyway, those days are gone, you can't keep the whole netmap in your head anymore, and like Yogi Berra says, nobody goes there anymore, it's too crowded.
