Several people have suggested that the daylight savings problem can be resolved
by providing some scheme (manual or automatic) for specifying the time zone
when the system is booted.  This isn't sufficient for many purposes.  It is
often necessary to display passed or future times reasonably (e.g. modification
dates of files).  Some method of specifying the transition dates for all
years (and modifying it as the rules change) is necessary in any general
purpose scheme of this sort.
