I'm surprised that no one has mentionned the public domain make.c's that
are available.  There are several, of which Holub's (Dr. Dobb's issue of
 some months ago) seems to be most often used.  I haven't bothered to 
compile any of them because the make which comes with MASM is good 
enough for me.  There is a Lattice-c version in info-ibmpc library @usc-isib.
