Effective immediately, site 'ctcvax' has disappeared.

It seems that in going to VMS 4.x, a decision was made to drop Eunice.  
(which is apparently notoriously bad so far under DEC's latest software-breaker)

And, to be perfectly frank, I'd guess the commercial market for Eunice 
timesharing proved to be rather small.
