The Atari caps key does not work like a typewriter shiftlock key. Hold down the shift key and hit the caps key. That locks you into uppercase. Hit the caps key without holding down shift and you are back to lower case again. I believe the T/h/i/s /w/o/r/l/d is an attempt to show that you are logged in in all upper-case mode and are typing lower case. Next time log in in lower case and the /'s will disappear.
