( :-)?) . I would not hurry for the convention. What you propose is to burden all citizens with evaluating private offers for everything. Indeed, one simple project may task the intelectual capacity of citizens pretty heavily. A solution which is good for each of 100 problems does not need to be good for all of them. Piotr Berman
