All of the arms treaties I've seen, however, contain clauses stating that either side can, if its "supreme interests" are jepardized by "extraordinary" circumstances related to the subject of the treaty, give notice and formally withdraw from the treaty. Neither side ever has, though. Has net.sdi been created yet? Phil
