A public forum seems to be the wrong place to discuss this - at least at first glance. Canadian universities are already linked by NetNorth or UUCP or CSNET, and gateways exist so that mail can be sent from one to the other. Right now, the only large universities not on NetNorth are UBC and Calgary, as far as I know.
