So use the /TRANSLATE=TERMINAL feature....

$ DEFINE SYS$SYSTEM DRA0:[SYS0.SYSEXE]LOGINOUT.EXE/TRANS=TERMINAL

This will redefine SYS$SYSTEM and the TRANS=TERMINAL will prevent the
name from being translated any further.
