No, they are considered motocycles, since they have only 2 or 3 wheels on the ground at any one time. You'll need a cycle licence to drive them. I talked to the salesman displaying/selling them at a car show once. Those things are on my list of weird things to get if I have an extra million $$$ to blow. :-)
