Lines: 21 If a file parameter is passed to who(1) and the file is not a multiple of sizeof(struct utmp) the file will be unlinked. An empty file of the same name will be created. This will also happen using the getut(3C) functions. The reason you can not repeat the problem with a directory under a non-root user is that only root can remove a directory. The other options, such as -b, have nothing to do with the file truncation.
