The space shuttle rolls onto its back so that when the Solid
Rocket Boosters are spent, The thrust from the main engines
is underneath the center of mass of the external tank and shuttle.

If the space shuttle were on top of the ET it would simply be using
its engines to do a nose-dive straight back to the ground.

At high altitudes the wings have lessening effect.
