Not true - but it SOUNDS good as a deterent against people disturbing Challenger debris. Hydrazine is miscible in water, and forms an azeotropic mixture which will be readily dispersed. Nitrogen tetroxide combines with water to form nitric acid, which is dispersed even faster.
