(Star-Wars Defense Initiative) contract. He opens the bidding with the president of Westinghouse who bids $30 trillion. "$30 trillion. How do you figure that?" inquires the Secretary. "Well, I figure it'll take $10 trillion to develop the hardware, $10 trillion to develop the software, and another $10 trillion for me." The Secretary turns to the president of GE who bids $60 trillion. When asked how he came up with that figure, he responds, "It'll be $20 trillion for the hardware, $20 trillion for the software, and $20 trillion for me." Finally, the Secretary asks for the General Dynamics bid which is $90 trillion.
