(AP) - A judge should be ousted for making sexual references to women lawyers, including telling one to disrobe, and making ``injudicious commentary'' while sentencing defendants, a state panel says. The unanimous recommendation Tuesday by the seven-member Washington Judicial Qualifications Commission was the first time it has reached such a decision against a sitting judge. It forwarded the recommendation against Pierce County District Judge Mark S. Deming to the state Supreme Court, which will decide the matter. ``The actions were undignified, unprofessional, demeaning and were embarrassing to the involuntary participants,'' the commission said, adding that each incident involved women who had to be in the judge's courtroom or under his control. At his commission hearing in December, Deming, 40, said the women who testified against him were ``out to get me because of the fact that I was critical of their behavior. ``I can't tell you why some of these people have come up with what they have. What I'm accused of is malicious and not true.'' The commission cited 17 instances of sexual harassment by Deming, including: -In 1984, he told a deputy prosecutor, ``I'd really like to jump your bones.'' -Following an arraignment, he told a female lawyer, ``Come into {my chambers, counsel, and take your clothes off.'' -He told another female prosecutor with others nearby, ``You were great last night.'' On another occasion, he asked the woman if she needed a pin to hold her blouse together because ``you're so big.'' -In his chambers, still wearing his judicial robes, he got down on his knees in front of a legal intern and told her he hadn't been able to stop thinking about her ever since seeing her braless one day. The commission said Deming also gave ``inappropriate and injudicious commentary from the bench while sentencing defendants.'' Eight examples were given. In one case, Deming told a man that if he didn't get a driver's license within 90 days, he'd be tossed into jail. The commission said the judge told him a story about a young man who was sent to jail and now ``gets Valentine's cards from boys rather than girls. Do you understand what I'm saying?'' The commission said Deming admitted using the same story more than 50 times. In other cases, the judge threatened to throw people in prison for 10 years if they lied to him, the panel said. {mK Commission Executive Director Esther Garner said Deming has 21 days to object to the panel's recommendation. If he does, the high court will hear arguments May 13, Clerk Reginald Shriver said. Deming could not be reached Tuesday for comment. He did not return repeated telephone calls; his clerk said he was in court.
