Sorry JJ and Fictitious Trop Person.  The original message about the
blinking green light came from Ontario.  There (and in some other
places, like Quebec) a flashing green is an "advance green."  When
the green light is flashing, opposing traffic is given a red light.
This lets people turning left know that they can do so.  It's used
instead of a special left turn arrow on the light itself.
