I suggest a heuristic method in use on unido.uucp alias unido.bitnet for a fewe months now: Map localparts and domains to lowercase if they contain NO lowercase characters. This is like getty does determines wether to set LCASE. We can't do without this heuristic because the native Bitnet addresses are uppercase only. Hence nobody could send users on unido itself any mail using native addressing using what they call tags.
