Due to the complaints about "over" optimization by ihnp4, I've reduced
the list of optimize-sites to AT&T sites only (suggestion from Peter
Honeyman).  Naming conflicts have also been removed from the optimize
list.

ihnp4 now optimizes a mail path to the rightmost (unique) AT&T site.

   1583 hosts.optim	(old optimization count - includes non-AT&T sites)
   1264 hosts.optim	(new optimization count - includes AT&T sites only)

This will probably result in higher loads to the netnews neighbors of
ihnp4 and less gateway concentration on ihnp4 to non-AT&T sites.

P.S. This also has the side effect that you can now send mail to
yourself through ihnp4 provided that AT&T sites are only on one leg of
the path (and provided that you are not an AT&T site).
