The scrolling menus are implemented in the new 128K ROM.  According to
Apple, the entire scrolling mechanism is in the new MDEF rather than the
Menu Manager.  By copying the ROM MDEF to disk, I am able to have scrolling
menus, even with the old ROM.  I am not sure if the posting to net.sources.mac
was this same thing.
