Am I correct in my understanding that CONRAIL does not pay state and local
property tax?  If this is so, then its claims of financial viability would appear to be
built on house of cards.  From CR's claims, it appears that more and more of 
their revenue is due to TOFC/COFC or one of its variants.  This traffic has
traditionally been the first to disappear during recessions.  If that
trend repeats itself it would seem that CR would be in big trouble.
