After following this discussion for a while I have to throw my two cents in:

In Germany we have public pools in most of the townships. Depending on the
size of the township you can find 1000 to 15000 in such a place on a hot
summerday. Although nudity could be found earlier there was a breakthrough
in 84. Now you can find nude people at all these places. Thre was a
discussion in the beginning about that and officials tried not to allow it,
but it calmed down and it is  quite normal at least in the big cities like
munich, but also in every town with 100000+ inhabitants. In more country
like areas people prefer to wear their bathing suits. Most of these people
are younger than about 30 years and I'm not sure whether nudity in public
swimming pools will be sth. normal or it was just "in".
Anyway, there were some pictures in the papers, TV spent some seconds in
their news and nobody felt offended (at least nobody I know).

Just one thing at the end about the original posting: I have the impression
that everything which is old enough is considered art, I'm not sure whether
Rubens or Michelangelo painted nudes just for getting some publicity. In
music for example we know that Mozart composed the music just to earn some
money and it's now considered art. Nobody considers pop musicians as real
artists although they perform the music for the same reason as Mozart did,
they just live in another century. (Sorry I'm not very famous with Picasso,
Dali, etc. therefore an example from music).
