Price the tickets at the $25 to $100 range, make the ticket transferable, and place a restriction, that the winner or user of the prize must be physically able to meet the physical and other requirements of the trip. Not only would it increase public interest in the shuttle, but would provide an acceptable way to raise funds for the space program. I would definately be up for buying a ticket or two for a chance.
