Sorry...your solution (about the Ceti Alpha years being half the federation
standard year) doesn't work either.  If you recall in STII, the scene between
Kirk and Carol Marcus, she asks him how he feels.  Kirk responds something
like "...there's a man I haven't seen for fifteen years trying to kill me..."
which means that Khan was on Ceti Alpha for fifteen federation standard years
as well...

Face facts...the movie makers screwed up!
