asked.

I have heard, through several sources, including listening to Colin at
a convention here in Philadelphia, that he is not leaving Dr. Who in the
next season, nor is Nicola Bryant planning on leaving.  The article section
mentioned seemed to point to a stage play, not the TV shows.

As some extra info, season 23 (??) will be a short season, of 14 half-hour
episodes.  This has one very good point, in that the props people will still
be working with a standard 26 episode budget!  Will this mean better that the
average special effects?  I hope so!
