f77 has been fixed to use its own version of the C compiler's second pass,
since the recent upgrades to cc broke f77.  /lib/f77c1 is now essentially
the previous version of /lib/c1.  The cc Makefile now includes details for
building it.

In addition, I have taken the opportunity to move the f77 compiler pieces
and its libraries to /lib, in keeping with our long-term policy of keeping
crucial system components on root so that we can run without /usr in a
pinch.
