Blush.. It was us who did install the disquota. We musta forgotten
about it, and thought it was DEC.. I apologize to all the sys
managers who wasted time trying to track it down. Also apologize
for all the wasted news delivery time this non-issue caused. 

sigh !! Information overload is very real !!! [You see, overload
flushes history and long-term-memory buffers, causing loss of
important information from time to time.]
