Mail.txt is now the repository for incoming messages (messages sent to
info-applebus rather than directly to ralphw@c, anyway).

[This gives arpanetters a way of checking up on my moderation activity,
since you can now finger applebus@c.cs.cmu.edu and see if there is any
unprocessed incoming mail.]
