All ESS, Crossbar, and most Directorized SXS exchanges will break the connection after the CALLED party hangs up, after a timeout interval. The called party must stay on hook for a period ranging from 10 seconds to a minute or so, depending on a variety of equipment specifics, for the line to clear in this manner. So only in the crudest old central offices, and then only for local calls, can the calling party clog up a phone line simply by refusing to hang up. --Lauren--
