Once upon a time there was a discussion of daylight time in net.lang.c
regarding daylight time, and I posted a survey asking what method
people preferred for allowing users to override the system default
timezone/type_of_daylight_time.   The results have been sent to the
moderator of mod.std.unix, since that is where the discussion is
currently taking place.
