Most of this has been about trying to get Bruce Townsend's program for creating nroff driver tables. It seems that without the need for that program, most people have let it disappear with all of the other net.stuff. I have therefore asked Bruce to repost it, and was told that he will send his program to the mod.sources moderator. You will then be able to get it from there, (eventually). In the mean time, if you wish to use epx, go ahead. The default nroff driver table will give you most of the features of epx, including all of the greek characters. Only a few of the special characters will not be available. These include the bracket building characters, (your equations will not look as good they can.)
