Are you sure you were watching a TV movie?  Your description sounds very 
much like the TV series called "The Prisoner" starring "Secret Agent Man" -
Patrick McGoohan.  The show was fun to watch with it's great island scenery, 
human chess games, and big pink/red balloon chasing people on the beach - 
but you never really knew what was going on!  And I don't think they ever 
bothered trying to explain the show to the viewers anyway!  You can still 
watch it on some channels, I think there are 19? episodes.
