Summary: two 'yes' votes arrived late

Alas, due to unusual network delays, two votes arrived late, today.
The votes were made *before* the deadline, but didn't arrive in time to
be counted.  They are therefore not part of the official totals.

The two votes were in favor of the extended expiration dates.
