A Fujitsu brochure in front of me quotes a mean time between failures
(MTBF) of > 20,000 power-on hours, and a mean time to repair (MTTR) of
< 30 minutes.

Question: for disk drives in general, are these figures whatever the
manufacturer sees fit to claim?  Or is there some body (in the USA or
elsewhere) that regulates such claims?
