Has any body got PD C libraries for DeSmet with functions like

   getenv - get something out of the environment
   setenv - set something into the environment
   
I know these are part of MicroSoft C but I would rather not go to the
expense of buying MicroSoft C.  I am planning to purchase DeSmet C but
would like to know what type of PD libraries are available.
