The ET's are designed to break up for the reason of allievating the orbital junk. There was a plan, killed for lack of funding, to add fuel tanks to the cargo bay and boost the ET's into LEO (Low Earth Orbit) for use as materials in building a space station. Haven't heard much about that recently, though.
