Instead of putting it in Washington, how about putting it in space, where the astronauts were going. This seems to be a more fitting tribute, and seems to me to be more in line with the L-5 Society's charter. Clearly, 5 years is too short for that to be a reality (maybe ten, though?), but I'm quite sure that if Congress will help in the getting there, the L-5 society will be quite capable of creating a fitting memorial in space.
