Does anyone have a different interpretation? Apparently the other escapees had their eyes on the brother (not literally) for a while. In an earlier scene where the guy with the beard and hat watches him walking down the street, and it seems to me that the fellow in the blue coveralls might have been the one running the floor polisher in the office building where the brother confronted the dope-dealing businessman. They knew the "bloodhounds" were after him all along. As for the meaning of the thumbs up / thumbs down gestures, I interpreted it as "Can we go home now?" / "No, we have to stay here", although I think someone on the net a while back thought the brother was asking if the bounty hunters had gone to heaven.
