I think you have this a little mixed up. Actually, the Doctor (in "Terror of the Zygons") at the beginning wears a plaid Scottish outfit, and Harry Sullivan is seen with the Doctor's coat and scarf, in addition to the fact that Lethbridge-Stewart wears a kilt.
