There was an episode where the master had setup a time contour
from prehistoric earth into the present and "stole" a concord
jet (sorry I don't remember the episode name).
The master was "acquiring" a new power source from an alien ship;
his old one was depleted.

In the episode where the doctor becomes President of Gallifrey
the Silurian goes into some sort of "power room" and turns it
off. Does this generate power or receive it from Gallifrey?
