Are you sure this is from "Deadly Assassin" and not "Invasion of Time?" Ah, well, guess my memory's going... anyway- I believe it is really just Borusa giving the Doctor a dig-- he was, as you know, one of the Doctor's instructors at the Academy. After seeing this episode and "Invasion of Time" I'm a bit sad there wasn't a bit more development put into "The Five Doctors" when the Doctor finds out who is behind all of the goings on, since it is clear that the Doctor respects Borusa a great deal, even if he doesn't really like him personally very much.
