It's not your VCR, but your TV.  Many older TVs displayed the skew problem.
I have heard (and seen) problems with Zenith TVs.  I was at a friend's house
to get a Commodore 64 hooked up to a Zenith color TV and it would always roll.
Why?  Because the output of the C64 is NOT full NTSC compatible.  Zenith TVs
have been known for wanting exact sync and sync timing.

So, your only choice is a new TV.
