Yes, write a nasty letter to whoever recorded the tape; this is one of
my pet peves.  The problem is called "flagging" and lies with the tape
and not with your recorder.  Of course the video tape company will say
it's a problem with your TV.  I no longer buy pre-recorded tapes for
this reason.  I wait until they are on cable and then record them.
