Flavio Rose at Dec has written such a beast.  It is the LN03 driver
distributed with the VMS version of TeX.

I have converted it to run under 4.2 (though it should be portable to
just about anything).  The changes were relatively minor.  I am
shipping it back to Flavio to ensure that I haven't broken any of the
VMS compatibility in the conversion, after which we'll be posting it
to mod.sources.
