The following problem was found by Peter Boulton on utpeter.
Systems cloned from ob* would have a similar problem.

> The 'clean' shells were not running correctly on utpeter
> as they were written in 'sh' and root was 'newcsh'
> Added 'set' to the PATH and removed 'export .. ' to cure.
