Strangely the numbers are not local calls to the D.C. calling area though, being down in West Virginia. The Non-Pub Bureau seems to work the same way, allowing you to do DA lookup on Non-Published numbers. The only thing that has changes in either of these services in years is that the Bell breakup caused the Bureaus to be broken up into different calling numbers for each area, rather than a single number per company (i.e. C&P). There was a list made available long before the breakup that listed all of the numbers for the entire CONUS. These changed with the breakup, but our friend Ma Bell made sure that most of the numbers had Intercept on them giving the new numbers.....
