Would not it be more meaningful to see: number-of-deaths per (vehicle-miles-travelled X hours-spent-on-road) Thus, we would factor in the longer times it takes to travel a given distance, given the mandated lower speeds of recent years. Perhaps there could be another factor added -- how many (if any) trips were not taken, or transferred to another transport medium [going by air instead of by car, for example], due to the lower speed limit making driving less desirable.
