They are used by banks and other institutions who must be paranoid about security. They are generally implemented in dedicated hardware, typically an augmented modem. This is necessary since many of the devices which one might be connected to, such as protocol converters, have their programs burnt in ROM, or coded in an obscure datacom-processor assembly language, which is just as bad. I've never purchased one of these, so I don't know any brand names.
