I'm afraid that you have misquoted it.  I cannot tell you the author
but it was on CBC radio many years ago and it went like this:

Canadians have available to them the best of three worlds - British
Politics, French Culture and American technology.

Unfortunately we are willing to accept British technology, French
Politics and American Culture.
